Why do balls thrown from 3/4 and lower arm slots run instead of cut?

With the lower arm slots, the ball is being released tilted on the same axis as the cutter. Why does it run (arm side movement = when I say run)? Is it drag on the ball?

Some run is created from pronation but if a pitcher’s arm slot is parallel to the ground, his pitch might have run because of air pressure pushing the ball.
