It’s def just an arm sleeve. And yes, pitchers can wear them, although I think it’s gotta be the same color at the team undershirt. At least in pro ball. In youth ball, I think it can be any color, just can’t be white.

I have seen a person wear one, i would expect them to be a baseball website like baseball express.
