Doesn’t matter when you’re not going off the mound (i.e., when you’re long tossing) what order you throw-workout. But when you start throwing bullpens, I’d encourage you to pitch the bullpen first, and then lift.
I’d argue that even long tossing after a heavy lift session isn’t the best idea. As a general rule, you want to be as loose as possible with the throwing muscles as unfatigued as possible. So in the case of long tossing, you want to be able to throw the baseball as far (and hard) as your body will allow. I would avoid fatiguing those muscles in any way before doing so that you are truly testing the limits of you throwing potential.
