When your stride foot lands should it stiffen up after you throw or stay bent still? Does it really matter?

So by this do you mean I should bend my back knee as I begin my momentum forward?
It matters for the purpose of getting into a good fielding position. Those who straighten the front leg seem to be using the quadriceps too much. May be due to muscle imbalance between the quads VS hamstrings/glutes, which is a common conditioning problem.
