Shoulder Blades?

My shoulder blades stick out and i can push them out really really far they look like wings. Is a good thing or bad? Am i losing velocity because of it (i pitch slow and i am looking at EVERYTHING to see why) Am i really flexable or is my back shoulder blades very weak? Does anyone have this? If this is a bad thing because i am weak, is there any workouts to move them in and strengthin them, what are they?
