Not sure if this answers your question. However, I have a number of articles on my site relating to pitching:
As a general rule, most pitchers will see their fastball develop anywhere from 5 to 20 mph from middle school through high school. Naturally, you can see a wide swing in fastball velocity when you consider:
(1) how much taller or bigger a player will grow,
(2) how dedicated they are to a strength training program, and
(3) development of a proper pitching technique.
All these factors impact overall fastball development; it is part genetics and part desire.
