I feel it definately can, especially for guys that are light weights.
The thing people don't seem to realize is lifting does not directly translate into added velocity. It is a must that you are regularly throwing and getting on a mound while you are lifting.
Lifting makes you a better athlete, you need to practice your sport to apply the skills better.
6 weeks into my offseason lifting I'm throwing noticably harder than I did at the end of my season.
