Junior High School Pitcher training

Is it ok to have pitchers alternate from throwing 70% velocity bullpen (12-15 pitches) to then performing rubber band (or light dumbbell) exercises and back to 12 pitches as a workout?

Or should the rotator cuff exercises not be done on bullpen days?

I dont think it’s a good idea to have a player fatigue their shoulder, and then follow it up with more pitching. Some teams will do their band work following a bullpen session, so you could try that.
