is this the “swinging the arms out” methond that is similar to greg maddux and roger clemens arm motion?

Can’t tell from one still image. What path got him there and what path will the hand and elbows take after this? Will he continue to have the forearm pointing down while he lifts his elbows into the inverted L or will he begin to externally rotated the upper arm, thus bringing the ball up toward the high zone earlier, as Roger does?

I thought about that for a bit, and I think that’s just throwing from a crow hop. I did it and stopped with my front foot just above the ground (like the pic) and I was in that position. When not pitching I throw a little above sidearm.
