I must be missing something. Definitely looks like a balk to me.
He stepped toward second base but didn’t throw… not a balk. But, again, I ask what the move was supposed to accomplish? I can’t stand “fake out” moves toward the bases unless it’s a set play. Either commit and make a good hard throw to the bag, or make the pitch.
It looks to me like he steps more to third base
I never understood it until a coach explained the typical intent to me: look for a bunt. With a runner on second if you think the batter is going to bunt, make that move to second base. At the leg lift the batter will probably square around or at least move his hands and give away the play.
