Arm speed/strengthening throwing program

During this winter, on top of the tuffcuff workouts, my pitching coach has me doing some arm speed drills with lighter balls to gain velocity .
basically what we are doing is throwing 100% with a 2-3 oz ball 5 times, a 3-4 oz ball 5 times and than a regular ball five times. We have started out with doing 3 sets of these before every practice. the idea is that we keep the mechanics the same, but we have to work harder to stay on top of the heavier balls, and force yourself to speed up the arm.
has anyone else done any program similar to this?
does anyone have any input or suggestions?

We do under/overload training.

yah man, the methodology and everything else around this issue seems to be legit.
